ASB Georgia is looking for qualified international individuals or organizations to plan and conduct tabletop exercises for Georgian and Armenian Emergency Response Teams (EMTs). “Stronger Together – Acting collaboratively to respond to cross-border emergencies” Project funded by Directorate-General for European Civil Protection and Humanitarian Aid (ECHO).
background information
Arbeiter-Samariter-Bund (ASB) is one of the largest and oldest German aid and welfare organizations with more than a million members. Since it was founded in 1888, the ASB has operated as a politically and denominationally independent association. With the first international assignment in 1921, foreign aid became an integral part of the organization. ASB currently has 11 foreign offices and implementation programs in more than 20 countries. Through its officially registered country office in Georgia, ASB has implemented several projects funded by the EU, German and US governments in the following areas: including disaster risk reduction, provision of social services, improvement of economic and living conditions, rehabilitation of people affected by the disease law, confidence-building, and humanitarian assistance to internally displaced persons, conflict-affected populations and other vulnerable groups, etc.
ASB will implement the project from February 1, 2021 “Stronger Together – Acting Cooperatively to Respond to Cross-Border Emergencies” sponsored by Directorate-General for European Civil Protection and Humanitarian Aid (ECHO). The overall objective of the measure is to improve the disaster risk management system with a special focus on health emergencies in Armenia and Georgia through capacity building and the establishment of cross-border cooperation mechanisms. The project duration is 36 months (February 2021 – January 2024).
Description of the job
The moderator is asked to facilitate three two-day tabletop exercises to discuss realistically simulated emergency scenarios for Georgian and Armenian rescue workers. One exercise will be conducted in each country and the third plan exercise will be cross-border and conducted jointly for Georgian and Armenian EMTs. Table exercises will involve key people from relevant authorities from Georgia and Armenia to discuss actions to be taken in specific emergencies, clarify roles and responsibilities, and identify additional needs for preparedness and mitigation. As a result of the exercise, EMTs will be: trained to work together, improve their performance and respond effectively to emergencies, understand action plans and know who to coordinate with in emergencies.
The facilitator must carefully observe the action, assess its strengths and weaknesses against predefined criteria, and on the second day of the exercise make recommendations on how to better manage emergency situations. In addition, the tabletop exercises are observed and supported by the ASB FAST Team, WHO staff and the respective state institutions involved in health management and civil protection.
Required skills and experience
- Education at master’s level or equivalent in the fields of public health, disaster management, civil protection or another relevant field;
- At least 5 years of relevant experience in facilitation/consulting for table-top exercises with a particular focus on healthcare;
- Profound understanding of WHO certification standards, paramedic work and emergency care;
- Strong analytical skills;
- The ability to work both independently and in a team;
- Ability to travel to Georgia and Armenia.
Roles and responsibilities
The Facilitator has overall responsibility for planning all phases of the plan exercises in Georgia and Armenia in constant consultation with Georgian and Armenian EMT representatives and the ASB Georgia Staff, especially the Logistics Department. The table-top exercises will be coordinated and carried out by the assigned facilitator according to the originally prepared and agreed agenda and schedule.
More specifically, the selected candidate will:
- carry out review of project documentation;
- Work with the project team to develop a detailed timeline and work plan for the assignment;
- Develop a scenario for table-top exercises and the detailed agenda of the events;
- Prepare the final report of the table-top exercises performed, highlighting the key findings and recommendations for further improvement.
The ASB team is responsible for providing the moderator with all necessary information and relevant documentation.
Services and Schedule
The expected duration of the assignment is 12 months (January 2023 – December 2023). That The following services should be provided by the selected candidate:

- Final report with the most important results and recommendations.
These deliverables should be completed within the deadlines indicated in the work plan to be submitted by the contractor.
