OVERVIEW: Bulloch Commission Meeting – August 16, 2022 • The Georgia Virtue

This is an informal overview of what happened at the August 16, 2022 Bulloch County Commission meeting.

  6. Public Comments
    • A citizen spoke about the effects of density, zoning and subdivision on farmland and farmland rents.

    • Paula Hall from Feed the Boro urged the county to consider completing a letter of intent on funding. County Manager Tom Couch said the fiscal year had just started and the appropriations were finalized in July. He also stated that the district does not have the authority to subsidize a nonprofit organization under the Gratuities Clause of the Georgia Constitution, but that the district would work to make the organization a partner agency.

    There was no objection to the joint vote on the agenda and the measures were adopted unanimously.

    • Application for Permission to Replace A/V System for State Courtroom
      • StageFront handled the original installation of the audiovisual equipment in front of the State Court. Since the technology has developed so quickly and some components are no longer usable, an upgrade of the system is due.
      • The proposal for upgrading the equipment plus 1 year of maintenance is $106,110.

    • Proposal for Permission to Rename Two Sections of County Road No. 779 a/k/a Randy Lowery
      • The division of the road into three parts was approved by the Board of Commissioners at the August 2, 2022 meeting by abandoning the middle section. See map
      • The northern section is designated North Randy Lowery Road and the southern section is designated South Randy Lowery Road. The abandoned section remains Randy Lowery Road, with the distinction of being a private road.
    • Request for Approval of Amendment No. 2 for Additional Scope of Work for Heath & Lineback Engineering for $51,500
      • This is Amendment #2, allowing Heath & Lineback Engineers to expand their scope of services for the design of the S&S Greenway – Phase III project.
      • As a recipient of federal and state grants, Bulloch County must go through various state review processes by multiple agencies.
      • GDOT has identified the need for additional studies and surveys that were not originally anticipated. These elements consist of a Phase I environmental assessment of the site and a soil survey.
      • Bulloch County is currently receiving $1,594,400 in TAP grant funding to complete the trail extension design. In addition, the county must provide $398,600 in additional matching funding (20%) for a total project draft of $1,993,000.
      • This addendum will result in a total contract price of $861,171.08, well below the available grant funds of $1,594,400.
    • Application for a guaranteed maximum price contract with Lavender & Associates for the renovation of the north main building
      • Following an RFP and approval by the Board of Commissioners to allow the county manager to negotiate pricing, Bulloch County enters into a contract with Lavender & Associates to complete the renovation and expansion of the North Main Annex.
      • This contract has a maximum guaranteed price of $2,000,000. These funds are budgeted and available from ARPA funding. Once a final price is received, staff will work with the contractor to evaluate the technical items or cut costs to ensure the project stays within or under the maximum guaranteed price.
    • Application for an Alcoholic Beverages License for the Retail Sale of Beer and Wine to Megan Collins, TA Operating LLC, located at 2930 Highway 301 South, Register, Georgia 30452
      • The applicant met all the requirements, so the staff recommended approval.
    • Development Authority Appointments
      • Tal Johnson serves from August 16, 2022 to June 30, 2023. This is Matt Sawhill’s unexpired term.
      • Greg Proctor for a term of office from August 16, 2022 to June 30, 2025. This is Bruce Yawn’s unexpired term.
    • Application for approval of contract extension by and between the Bulloch County Board of Commissioners d/b/a Bulloch County Correctional Institute and Inmate Calling Solutions, LLC d/b/a ICSolutions (ICS).
      • This is a revenue-only service and Bulloch County does not pay anything for this service.

9. New Business

  • Application for approval of 12 MAC portable radios, shoulder microphones and programs to equip professional and volunteer firefighters.
    • The fire department recently hired six new volunteers. You need a portable two-way radio to communicate with 911 and other firefighters to ensure safe operations at the fire station. Also, the commissioners have approved six career staffers to be hired in October.
    • Passed: unanimously
  • Approved a resolution imposing a moratorium on select residential redevelopment applications in Southeast Bulloch County

  • Jacob Jackson was introduced as Assistant Director of Public Works, a position to which he was recently promoted.
